Agenda item 2 is evidence on marine and fisheries. We have scheduled around one hour and 15 minutes for our first panel of witnesses. We will then take a short break, which will be followed by a further discussion with our second panel of witnesses. To keep us to time, I ask members and witnesses to keep questions and answers as concise as possible. Members agreed to hold evidence sessions on various topics that come under our remit, and we hope that these will set the scene for the development of the committee’s work programme over the next five years. They will also help with the committee’s evidence session next week, with the cabinet secretary and the minister, when we expect to discuss announcements in the programme for government and in relation to the upcoming budget as part of our pre-budget scrutiny.

I welcome our witnesses: Alistair—Bally—Philp, national co-ordinator, Scottish Creel Fishermen’s Federation; Elspeth Macdonald, chief executive, Scottish Fishermen’s Federation; and Elaine Whyte, executive secretary, Communities Inshore Fisheries Alliance. I remind you that you do not need to operate your microphones, as our broadcasting team will do that for you.

What is your vision of an effective regional model of inshore fisheries management, and what do you expect to see from the Scottish Government’s inshore fisheries management improvement programme over the next four years?

Thanks. There is a lot to unpack there.

Can you point to anywhere in the world where such a compensation payment or transition for declining sectors is working well? Elaine Whyte mentioned the balancing legislation in Norway. What does either compensation or such a transition look like elsewhere in terms of funding?

Meeting of the Parliament [Draft]

First Minister’s Question Time

Meeting date: 29 September 2026

Mark Ruskell

Last week, the First Minister told Parliament that the Government was committed to delivering a ferry service of the type proposed between Rosyth and Dunkirk. Will he update us on the Deputy First Minister’s meeting with Forth Ports last week? Is that project going to happen, and when?
