If no one else wants to comment, I will move on to my supplementary. What should the Government publish so that we, as a committee, can distinguish genuine cash savings from cost avoidance or simply moving expenditure elsewhere in the Government?

I will come to you directly with my next question, Dr MacRae. Given all the years of discussion that we have had, as Mr Boyd has said, and despite the fact that this conversation has clearly been going on for the 15 years, I think, since the Christie commission reported, why do so many organisational and budget silos remain? I would be interested in your view on that and how we as a committee can tackle that, now that we are looking at it with a fresh pair of eyes.

Mr Boyd, you were quite open about your view that we should be looking at more than just fiscal rationalisation and that this is a bigger issue. What is your view on what opportunities there are to look at duplication, shared services, procurement, property and administration? Have they been exhausted? Is there more that we could do on that front?
