Ms Adamson has given transparent answers regarding the issues that were faced in the previous session with late sittings. Some of the administrative errors may be an oversight, and the requirements will clearly be implemented if recognition is granted for this session. Like Mr Simpson, I would, therefore, be minded to accord recognition.

I welcome you both and thank you for your evidence so far this morning.

Undoubtedly, one theme of this parliamentary session will be the challenges that we face, which has also been a theme of this meeting. One of the biggest challenges will be the sustainability and funding of our social care sector. The Accounts Commission has said that integration joint boards

“have reached a critical point”

and face

“a significant risk”

of becoming financially unsustainable within 12 to 24 months. What is your assessment of that?

I want to go back to planning reform. I would like to find out whether the issue is a lack of planning capacity—a lack of qualified staff—and resource in our local authorities. It is a long time—more than 10 years—since I was a councillor. Back then, capacity and resource were an issue for local authorities in relation to implementation of the Community Empowerment (Scotland) Act 2015 and planning more widely. Is the problem the rules as they stand or the resources that we have available to operate the rules?

There is a clear direction of travel in relation to that. The First Minister has said that social care requires

“a single line of decision making, accountability and funding—with the NHS taking the lead”—[Official Report, 1 September 2026; c 33.]

in that area. In practical terms, what does the NHS taking the lead mean for the end user?
