That leads on to my next question. Are CPPs continuing as co-ordination forums, or do you see them having sufficient influence over budgets and service design? That would, of course, help to drive the genuine reform that we need to see in our communities.

I want to focus my questions on community empowerment. When I was a councillor, back in 2015, I was really enthused and excited by the Community Empowerment (Scotland) Bill when it was announced by the Government. That excitement was quickly diminished when many local authorities said that they did not have the capacity or the scope to deliver much of the bill that was enacted, so it is great to see that the Government is looking to utilise the Community Empowerment (Scotland) Act 2015 to empower our communities.

If community planning partnerships are the primary mechanism for place-based public service reform, what is the minimum level of capacity and performance that you expect from CPPs? What will happen when a CPP does not deliver that?

There are instances of local authorities doing fantastically well on home building delivery, but some are not so good. I shout out to my own local authority, North Lanarkshire Council, for the fantastic work that it is doing in that area.

I will move to more homes Scotland. What problems in the existing housing delivery scheme will more homes Scotland specifically assist us with, and what will it deliver that the current arrangements do not?

I do not want to push you on a figure, but how should we, as a committee, measure success in that area? Is there a ballpark figure that you would like to see in terms of engagement from local communities in relation to the programme that you are trying to deliver?

Welcome to the committee, cabinet secretary. I thank you for, once again, re-establishing the rules around local connection. It is really important for the people watching this that they understand that there are pressures right across Scotland.

It was mentioned that there are 6,000 homeless people in Glasgow. In my locality of Uddingston and Bellshill, 4,000 people are waiting to be rehoused. Most of them are local people with a connection to the area, looking to raise their families and send them to local schools. That problem has not been created by vulnerable people who come to our country. Thank you for putting that on the record.

Thomas Kerr is trying to show me the list. However, we have to be mindful that the Home Office has changed its rules, and Thomas needs to look at that change and the Scottish Government’s rule change to ensure that vulnerable women and children can be housed in areas where they will be safe. It is important that we clarify that.

Cabinet secretary, what specific indicators are you using to judge whether Scotland is moving out of a housing emergency, and what improvement would you expect to see in those indicators during this parliamentary term?

I have a final question on planning. Where does the Government believe that the current planning system is constraining housing delivery the most? Is it about decision times, infrastructure, capacity in local authorities, land availability or another factor? Do you have any evidence to support your assessment?

To have community empowerment, we need to have community engagement. The results of the Scottish household survey are disappointing. For example, only 19 per cent of respondents said that they feel that they are able to influence local decisions. What does that tell you about whether the existing participation structures are working? I do not think that they are. What do you intend to do about that?

In relation to that, instead of waiting until 2032, is there any indication or milestone that the committee can use during this parliamentary session to see the extent to which we are on course to achieve our aims?
