Sarah, you mentioned preventative spend. Could you elaborate on what you are looking at on that?

I am interested in this from the perspective of the Scottish courts administration. Constituents, as well as lawyers, have been telling me that they have been cleared by social work to be reunited with their children, and they have no criminal proceedings pending, but they cannot get a court date for a welfare hearing to have that signed off by a sheriff. As a result, children are having to remain in foster care longer than they really should, which, obviously, is an extra financial burden on you. I am keen to explore and pursue ways in which other parts of the system are forcing you to spend more money.

You touched on that previously in respect of delivery. If we did a comparison with a city council such as Glasgow, for example, we would see that you are obviously spending much more money travelling in order to deliver your service.

Are you aware of any new powers coming down the line?

Andy Witty, the economists who gave evidence to us told us that we could grow the tax base by diverting young kids who are leaving school from going on to benefits and by retraining people over 50 who retired early but do not have a sufficient pension, so that they can get further employment. I think that I am correct in saying that the First Minister mentioned that in the programme for government. How can colleges focus on those sectors and develop plans and initiatives to get people through the door, given the funding cuts to date? Is more funding inevitable if you are to achieve some success in that regard?

I am personally aware of the amount of pastoral care that colleges provide to students who need extra support. Do you build that into your budget, or is your general staff pool just expected to provide that support?

May I ask a quick question on debt ratios in relation to mergers?

I have heard that foster care charges are also increasing. There has been a knock-on effect because of delays in child welfare hearings coming to court, due to pressure on the courts in general. As a percentage, how much more do you pay for foster carers than you did, say, 10 years ago?

You have touched on this issue already, but I would like to drill down a bit further. Will you tell the committee which three rural service cost pressures make the largest quantifiable difference to your 2027-28 requirement, and the annual cost of each of those against a reasonable national benchmark?
