We will move on to a topic that we have already discussed obliquely at the beginning: the four-tier framework. The framework commands broad support in principle. We have had a lot of detailed submissions about the different payments in the framework. I want to focus on the submission from Donna Smith and the Scottish Crofting Federation and look at the proposal to give a higher payment to the first 30 hectares, which would be funded through capping payments for larger businesses.

Donna, I would be interested to know your justification for that proposal. I would then like to hear others’ opinions on whether that would be a fairer use of tier 1 payments, what the potential consequences for larger agricultural businesses would be and whether there might be any unintended consequences if the Government were to introduce such a measure.
