Yes. I, too, have a question about best value. You mentioned a risk-based approach and the improvement framework, but your scope includes how well public bodies are using resources to improve outcomes for people. Will you tell us a bit more about how central people’s outcomes are to determining best value? How you are measuring that?

The report mentions that 91 per cent of your recommendations are being taken up—which is great—but that there is a slow pace of change at public bodies. Have you identified any recurring reasons for the slow pace of change or recurring themes around which recommendations are not taken up?

Human Rights (Overview)

Meeting date: 17 September 2026

Kate Nevens

There was a lot of disappointment in the human rights sector when the human rights bill was dropped in the previous session of Parliament. I was part of the human rights sector at the time, and I shared that disappointment. Is one of the challenges that we will face with the new human rights bill getting rights holders to believe in the process again? Is there a supporting role for parliamentarians to play in that regard? Is there a need for expectation management or for engagement to find out where people are at? What should that role look like?

I have two really quick questions—perhaps you would like me to pick one of them. I was interested in what Heather Fisken said about building the competence of all the Parliament’s committees in relation to equalities, and I would like to hear from everyone at the table about how we might be able to do that. In addition, the Scottish Government has promised a review of the new Scots strategy, and I would like to hear whether there is anything that anyone would like to be included in that, especially in relation to intersectionality—I am thinking about LGBTQIA new Scots, women refugees, disabled migrants and older migrants.

No. My question was not about the Equalities, Human Rights and Civil Justice Committee; it was a follow-up to what Heather Fisken said about increasing the competence of all our committees in relation to equalities. For example, we could increase the competence of the Transport Committee in relation to women’s access to transport—
