Subordinate Legislation

Meeting date: 4 November 2026

Helen McDade

Agenda item 3 is subordinate legislation. Members should refer to paper 3, as we consider one negative Scottish statutory instrument. The instrument is subject to the negative procedure and I have had no notice of anyone wishing to lodge a motion to annul. Are members content for the SSI to come into force?

Members indicated agreement.

I would like us to try to stick to the funding aspects at the moment. However, as Heather Anderson has said, a lot of money has gone into trying to reduce waiting times. How has that work gone, and how will it be carried forward in the budget?

Pre-budget Scrutiny 2027-28

Meeting date: 4 November 2026

Helen McDade

Today, we complete our evidence taking on the pre-budget scrutiny, and we are joined by the Cabinet Secretary for Health and Care and her officials. We have up to two hours, and I refer members to papers 1 and 2.

I am pleased to welcome the Cabinet Secretary for Health and Care, Angela Constance and her officials from the Scottish Government: Christine McLaughlin, director general for health and social care; Richard Foggo, director of population health; and Fiona Bennett, chief finance officer, health and social care finance.

I thank everyone for attending, and I invite the cabinet secretary to make some short opening remarks.

That is a helpful distinction, and it is one that we will, no doubt, examine more closely. I have been around long enough to remember my father being rushed from Dounreay to Wick to get a perforated ulcer operated on. He was a councillor and, as he came round from the anaesthetic, the consultant said to him, “Now you understand why we need to consolidate our services.” That was happening at the time. I wonder whether he would now end up going to Inverness. I hope that someone can tell me that there are still surgeons in Wick. I know that maternity has been an ongoing problem, and it is a real concern. There has to be a way to address the need to get consultants to work in rural areas, such as at Dr Gray’s.

Paul McLennan has a question on this subject.
