Health, Care and Sport Committee [Draft]
Meeting date: 7 October 2026
Helen McDade
Great—that sounds good. I look forward to reading that.
I have a specific question on prevention, which I think is quite interesting. We only had an hour with the Bavarians, and they spoke German and we spoke English. Nevertheless, some interesting things came out of the discussion. I asked whether long Covid was a problem for them, as it is in this country, and what they were doing about it if so. They told me that they have estimated that, in the years between 2020 and 2025, it has cost the German economy €318 billion and that they are spending €500 million over 10 years on research.
That was interesting to me, because I would like to know what has been done in this country about the issue. We are talking about prevention, but let us talk about trying to help people not to be ill for the rest of their lives because they have not been given adequate help. Do any of the witnesses have any data on that? All I know about it is that the Government has given £4.5 million a year for an unknown number of years to address ME and long Covid, which are estimated to affect 100,000 people in Scotland, many of whom are unlikely to get better unless something changes. Can anybody comment on that?

I said “families”. In fact, my family was an example of that. When I said “families”, I was including grandparents, because an awful lot of grandparents are expected to step up and take that place. They do not get any financial support for that whereas, if the children were put into an official nursery, some support would be available. I am just pointing out that there is an interesting inequality in that.

Does anyone have any questions that they wish to put to the minister?
As everyone appears to be content, I invite the minister to speak to and move the motion.
Motion moved,
That the Health, Care and Sport Committee recommends that the Mental Health (Care and Treatment) (Scotland) Act 2003 Remedial Order 2026 [draft] be approved.—[Maree Todd]
Motion agreed to.

Those were good and interesting points. Mr Pearson, do you want to comment on that issue?

Okay. Does anyone else want to come in on that? It is a big issue for us. I will kick off, then, as everyone seems nonplussed.
This question is about drugs—I am not talking about the alcohol issue. When the figures came out the other week, we learned that there were 1,133 drug deaths in Scotland in 2025, which is a sobering thought. It has been suggested that expanding the provision of safe injection facilities such as those that are provided by the Thistle would help. Others might say that we should have much more focus on rehabilitation. Although some more funding has been put into that, increasing the funding from very little to a little does not amount to grappling with the issue. There is also the underlying question of why we have a worse problem than other parts of the UK and elsewhere.

That is something that we have considered, and we will certainly look at that. I just want to clarify for anyone who is watching that, of course, not everybody with liver cancer or liver disease has an alcohol problem. Some people have received contaminated blood, for instance—that is a well-known group. No one wants to imply that everyone has an own-fault illness, as I call them.
