Transport Committee [Draft]

Scotland’s Rail Services

Meeting date: 16 September 2026

Martyn Day

You mentioned that we have made good progress. We are two years into the current control period, which is CP7. How well are we doing on meeting the target of an 8.7 per cent shift?

That question may be better directed to Graeme Cook.

That is all very interesting. I am thinking about what the easiest way would be to get more freight off roads and on to rail. In my area, we have the port of Grangemouth, which is Scotland’s largest container port. There is currently no freight going in and out of Grangemouth on rail. The port itself has spent several million pounds upgrading its import facilities, so it is well capable in that respect. The difficulty seems to be finding operators that can fill trains in both directions. What can you do to assist with that? It would surely make the biggest dent in road-to-rail transfer if we could get stuff going to the ports by rail.

That sounds impressive. How did we manage to do that with a freight facilities grant that sits at £1.3 million?

How much have we spent in the past few financial years on modal shift revenue support?

It is freight that I want to ask about, and I suppose that my question is directed to Graeme Cook. What is being done to support modal shift from road to rail for freight?

Data Centres (Energy Use)

I want to follow up on that information. Will the regional strategic plans that you referred to recommend areas that are best suited for AI data centres?
