When I read through the papers, my only area of concern was that ministers seem happy with an informal arrangement that they will be consulted. I do not doubt that that commitment has been made in good faith or that that will be the case, but how can we be certain that, 10 years from now, several ministers later, such an arrangement will still be honoured? We cannot. That might be an inconsequential issue, which I presume is why ministers are relaxed, but I would like someone to tell me that.

That brings me to my other point. How many projected job losses are we looking at in oil and gas by, say, 2030? What number of those can we realistically replace with renewable energy jobs in the same period?

Looking at international trade in a bit more detail, goods exports to the European Union are lower now than they were in 2019. How much of that can reasonably be attributed to Brexit, and how much to other factors?

The programme for government provided an additional £15 million for flood prevention and £14 million for coastal adaptation. SEPA told the committee that we now have 400,000 homes and businesses at medium risk of flooding, so how will the additional funding be prioritised?

My questions follow on nicely, because I want to ask a wee bit more about the vehicle emissions trading scheme, which the climate change plan has described as the single most effective measure for reducing transport emissions in Scotland. The current four-nations review appears to offer a choice between maintaining the status quo and reducing the emissions savings that were originally anticipated. Where is the scope for ambition for us in that scenario?
