That is really positive.
At paragraph 87, the report states that the Scottish Government has said that its work on graduate apprenticeships
“has not received buy-in from employers.”
Can you give more detail on how that work is going? Are we getting more buy-in?

When I have spoken to businesses about taking on apprentices, they have said that they need more help with the costs involved. Businesses are keen to take on apprentices, whether they are at foundation, modern or graduate level. Could you elaborate on what help is being provided to entice businesses into providing apprenticeships?

That is great to hear, and it is good to get it in the Official Report.
Perhaps I can flip the question round and ask about those who are coming into apprenticeships. Are you seeing the sort of demand that we want? Are schools encouraging people to see them as a valid pathway? After all, a university education has been seen very much as the gold standard for the past 20 years or so, but it does not suit everybody. Are schools buying into apprenticeships and actually offering them as a pathway?

Thank you for the thorough answers that you have given so far. I was going to begin by asking about staff resourcing and costing, but that has been thoroughly covered already—thank you for that.
Damien Yeates has spoken about apprenticeships. On page 31, from paragraph 85 onwards, the report talks about the reform of the apprenticeship model. I was glad to hear about the progress of the review of modern apprenticeships and that the new apprenticeship contracts are going live today. That is good. The report mentions the redesign of foundation apprenticeships and the establishment of an apprenticeships committee by April 2027. Will you give me more information on that, including whether that is on track?

I am very lucky to have Montrose port, which has received some of the funding that has been allocated, in my constituency. According to the report, it has received £6.4 million for electrification of the berths. Many of the supply chain companies that operate at the port, such as Subsea Micropiles, have created significant investment for the renewables chain. The funding is working, but, as you said, it is doing so slowly.
Regarding wider economic benefits, including the creation of jobs, there do not seem to be any specific indicators, targets or milestones to start with. Do we have an indication of what the benefits will be and when the realisation exercise will be completed?

Auditor General, you said that things have been slow to get moving. Perhaps that is a bit of an understatement. It could be that the programme will ramp up as we go along.
I want to home in on a few areas. Paragraph 69 of the report notes that there are reasons beyond the programme’s control for why progress may have been slower than expected. There are planning bottlenecks and objections to schemes coming through. There is also the challenge of the Office of Gas and Electricity Markets’ connection charges for ScotWind and other onshore projects. In other parts of the UK, generators are paid to connect to the grid, whereas, in Scotland, we have disproportionately high connection charges. What difference would a change in that make to the progression of the programme?

I want to bring us back to something that Sarah-Jane Laing mentioned earlier about the community right to buy, how groups can find out about sales and how the incoming rules on pre-sale notifications and lotting are working for communities. I will just get all my questions out there and then the witnesses can answer as they wish.
To build on what Sarah-Jane Laing said, what capacity do communities and community groups have to come together and develop such bids? It is a lot for a community group or a development trust to be constantly looking to do those things.
With regard to the funding from the Scottish land fund and the grant cycles that will be coming forward, how will that work to ensure that those communities that manage to put a bid together have the funding ready to take that bid forward? What further support needs to be put in place to facilitate communities to buy into the plans that have been put forward?
