Thanks for the opening statements. It seems that there is broad agreement that public service reform, in some form or another, has to happen. Two words that are key to the agenda are efficiency and effectiveness. I am keen to get a sense from each of you what meaning you take from those words and how that factors into public service reform.

Absolutely. How they handle that will be an interesting learning experience for them, given the agenda for investing in third sector organisations and partnership working. A lot of good folk are doing that in my constituency.

You have touched on a bit of a hobby horse of mine. If you watched the previous committee meetings, you will have seen that I raised that issue with the Auditor General and with other witnesses. In the update on the public sector reform strategy that you gave us, the preventative budgeting pilot is marked in blue, but the implementation of that is in yellow. I have asked various witnesses about preventative budgeting, which seems to me to be the key to breaking out of the siloed thinking that you talked about, because it removes the perverse incentive for folk who are looking after their own budgets to act in a siloed way. However, the witnesses have been a little unclear. How will that look in the budgeting process if it is implemented? When will it come into play?

I understand the logic there. In fact, portfolios are punished if they do that. It is not just that they do not get benefit; they are actually punished.

Everybody in civic Scotland, and in most political parties, entirely understands the need for public service reform. A huge gauntlet has been laid down in this Parliament, and you can see as much from the 45-page update document to the public service reform strategy that you have sent us.
People are looking towards the Government, and you, to deliver that. Therefore, my first question for you is: what keeps you up at night? Is it the health boards, local government reform or rationalisation of the public sector? Alternatively, is it any of the other things in those 45 pages?

When Children’s Hospices Across Scotland was in Parliament, it talked about partnership working and how it wants folk to look at its model for dealing with that.
My other question is on budgeting. I asked the Auditor General for Scotland a question that, I am sad to say, I did not have time to probe a little more deeply. At the other end of the budget process, if you get the preventative spend in place, the Auditor General and the Accounts Commission would have a key role in ensuring that it is not done in a way that punishes folk for thinking outside silos. How do you foresee the role of the audit body in Scotland and, I suppose, the accountancy body in Scotland in ensuring that that is delivered?
