Agenda item 3 is on front-line policing and non-criminal demands, which is part of our series of scene-setting evidence sessions for the new committee. We have two panels of witnesses, which are intended to explore the operational and strategic challenges that are associated with non-criminal demands on policing.
I warmly welcome our first panel of witnesses: Derek Cree, chief superintendent, Police Scotland; Catriona Paton, assistant chief constable for policing together, Police Scotland; and Alasdair Hay, chair, Scottish Police Authority.
I will kick us off with the first question, which I direct to the ACC. Will you tell those of us who are new to the Parliament how it came to pass that Police Scotland spends more than 775,000 policing hours, an average of 5.3 hours per incident and about £34 million of the policing budget on mental health incidents? How did we end up in this situation?

I will end by saying a very sincere thank you to you and your fellow officers for the work that you do, day in and day out. We have heard about the immense challenges that you face in picking up work that, frankly, is not police related. There have been some robust questions this morning, as is right—that is our job as parliamentarians, and we will not apologise for it. However, please, as you leave here, know that you have our thanks for the work that you do to protect our constituents and communities every day. It is much appreciated.
