Two weeks ago, we heard evidence that the organisations expected them to be in place in three years’ time, so it is encouraging to hear you say that they will be in place in 2027.

I would like to dig into that a little bit, because, as you know, I have a particular interest in water quality and limiting sewage dumping. Helpfully, we are building up a clearer picture of where the problems are with sewage because around 30 per cent of combined sewer overflows are monitored. However, as I am sure you are aware, Scotland is well behind England, where 100 per cent of overflows are now monitored. Do you believe that Scotland should aim for 100 per cent monitoring of overflows? If not, what should that number be?

The nature restoration fund was not mentioned in the programme for government. Is the fund continuing beyond its current cycle?

Thank you for that clarification. I am just trying to square what you are saying with the evidence that the committee received two weeks ago about concerns about timescales—I will not call them delays—for setting these targets. Dr Dixon from Environmental Standards Scotland said that, if the targets
“do not exist until five minutes before that target arrives”,—[Official Report, Climate Action Committee, 3 September 2026; c 44.]
it might be too late to hit our 2030 milestones. Do you not share that concern?

I have one more question, if we have time.

What is your advice regarding the committee’s involvement in potentially reducing the timescales?

I have another question on a very different topic, which is El Niño preparedness. We have seen today warnings from the UN and the World Meteorological Organization about the upcoming El Niño, which is a natural phenomenon that has been exacerbated by man-made climate change, with potentially devastating extreme weather events lasting into 2027. It feels like it might be a glimpse into a time when those kinds of events are more sustained and more frequent. Mr Dixon, when it comes to adaptation for such events, are Scotland’s environmental bodies doing enough to prepare?

Before I move us in a slightly different direction, I will pick up very briefly on Nick Halfhide’s response to a question from Claire Baker about engagement ahead of the announcement on Tuesday. You mentioned that your organisation had had a little prior warning—I think that that was echoed by Nicole Paterson from SEPA as well. Should I take it from that that there was no previous engagement either by ministers or by Government officials on the merits of the proposals? If there was not, would you have expected there to be any?

Okay. Great. Does either of the other organisations want to give its perspective on that?

I want to turn to the climate change plan. What do you think the key deliverables under the climate change plan will be for your organisations over the next few years? Crucially, where do you think the biggest risks lie, especially in the context of the reforms that we have discussed, given the potential work that those will involve and the inevitable uncertainty that they will create, potentially over a number of years? Perhaps Mr Paris can start.
