Climate Action Committee [Draft]

Pre-budget Scrutiny 2027-28

Meeting date: 1 October 2026

I have a question for Lewis Barlow. I want to home in on your review of the net zero assessment. Can you talk the committee through some of your key findings and reflect, in particular, on how well you thought the pilot performed, compared to what you would have expected?

I think that you have partly answered this, Mr Barlow, but, for clarity, do you think that there is a risk that departments may come to see the net zero assessment as a compliance exercise—a tick-box exercise—as opposed to a decision-making tool? I think that Mr Lockhart alluded to that. If there is such a risk, how can that be avoided?

You talked about the implementation and who is carrying out the assessments. What is your assessment of how resource intensive it will be for all policy proposals across Government to go through these kinds of assessments? You have mentioned small teams of trained individuals, but there will clearly be a lot of input across departments, so how burdensome will the process be?

Thank you.

In your opinion, how feasible is it to provide that information to that level of granularity?

Mr Black, will you reflect on that as well?

Good morning. This question is for Professor Roy in the first instance. One of the recommendations in the SFC’s “Statement of Data Needs”, which was published in August, is that the

“Climate Change Assessment of the Scottish Budget”

should

“allow identification of spending on policies and programmes in the CCP and SNAP3”—

the climate change plan and the “Scottish National Adaptation Plan 2024-2029”. Professor Roy, could you tell us why that is important?

You mentioned the nature restoration fund, which I will come to in a second, but I have one more question on the evidence that we heard a couple of weeks ago about the targets. Dr Dixon mentioned that, if ever-changing land use and agricultural policies do not reference those targets, they

“could take us in completely the wrong direction”.—[Official Report, Climate Action Committee, 3 September 2026; c 44.]

In other words, he was pointing to the potential for things to be disjointed when policies are “baked in” without the targets being set. Do you not share that concern?

Good morning, cabinet secretary and colleagues. I wanted to ask about nature targets. NatureScot has told this committee that

“the best thing that the Scottish Parliament can do for nature in the current session is pass ambitious, clear and evidence-led statutory targets.”—[Official Report, Climate Action Committee, 3 September 2026; c 4.]

We also heard concerns from Scottish Environment LINK and Environmental Standards Scotland, two weeks ago, about the delays to the setting of the targets that should help us to meet our 2030 milestone to halt biodiversity loss. When is the Government planning to introduce those targets?

On the issue of water, three years ago, in the programme for government, there was a commitment to introduce legislation dealing with climate change adaptation for water, waste water and drainage, but there is no mention of a water bill in the current programme for government. Does the Government still intend to introduce a water bill?
