I thank the panel. I will turn to rail in the Highlands.

First, I will briefly pick up on Graham Simpson’s point about replacement of rolling stock. My understanding is that as the intercity rolling stock on the central belt routes that were discussed earlier is replaced, some of that rolling stock will be cascaded down to the Highland lines. At the moment, the trains servicing the west Highland line are as old as from 1987 to 1989. Those are already old trains that could be being replaced with stock that although not older is still hand-me-down trains from other parts of the network. Is that correct?

In the interests of time, I will move on from that point.

I was looking at reliability across the Highlands, and the far north line caught my eye. In 2025-2026, there were nearly 5 per cent cancellations on that route. In the past three years, that figure was more than 5 per cent, approaching 6 per cent in 2023-24. There are clearly some issues on that line, which push cancellations above the average.

I am also aware of commitments, or at least discussions, in the past, about improvements to the line in the far north, particularly in relation to looking at a loop in Muir of Ord, which would improve reliability, the service and journey times, which is another issue on that line in particular.

Could witnesses pick up on that point around cancellations on the far north line, as well as the wider point about improvements to rail infrastructure in the north and in the Highlands? In the interests of time, I will add the west Highland line to that question as well, as I am aware of some works taking place there.

Perhaps Joanne Maguire could start, and then we could pick up with Network Rail.

Thanks for that. I have one final question before we move on, which is about accessibility at stations. The picture across the Highlands is not great; actually, it could be better across the whole country. I understand that 26 per cent of stations in the Highlands are fully accessible. The picture across Scotland is 37 per cent, as far as I can make out. What steps are you taking to improve full accessibility at stations in the Highlands, as well as across Scotland and the wider network?

Thank you, convener, and all members of the committee, for having me here to speak to PE2202 on behalf of my constituents in the community of Ness in Lewis. For hundreds of years, men from Ness have made the journey north to Sula Sgeir to harvest guga—young gannets—passing skills and knowledge down through the generations. The harvested birds are shared out among the Ness community and are often enjoyed as family meals. From the harvesting to the eating of the birds, guga have deep cultural significance to the people of Ness.

As the committee has heard, section 16 of the Wildlife and Countryside Act 1981 allows for the taking of guga from the island of Sula Sgeir, subject to a licence being granted. The granting of a licence is tightly regulated by NatureScot, as demonstrated by the decision in August not to grant the application for a licence on the basis of population modelling. NatureScot also considered animal welfare in its determination of the licence, and its board heard that the chief veterinary officer considered the method of dispatch to be humane. The Scottish Government has, quite rightly, indicated that it does not intend to amend section 16 of the 1981 act.

I understand that the petitioners have sincere concerns, but I cannot ignore the wider campaign that has sought to vilify the community of Ness, othering them and trying to portray them and other people of our islands as backward, which has been deeply distressing for many of my constituents.

On the basis of the regulatory process that already exists, the view of the chief vet on the method of dispatch and the position of the Scottish Government, it is my view that the committee should close PE2202. However, if the committee intends to continue to consider the petition, it is essential that you take evidence from the affected communities and that you visit Ness in my constituency.

The situation with the Inverness flights is time sensitive. As I understand it, the £1 million takes us to March 2027, which is next year. Do you have a response on that just now?
