Transport Committee [Draft]
Meeting date: 7 October 2026
Donald MacKinnon
I find it hard to understand why we must simply accept that a situation that had been known about for such a prolonged period could come as a surprise to Transport Scotland and the Government, resulting in the service being removed for a time. Had action been taken earlier, maybe islanders would not have been without flights over the summer. I totally understand that Loganair makes that decision, not those who are in front of us, but that is a frustration. I think that you can understand why I am frustrated and why islanders would be frustrated about that.
I am happy to leave that there, unless you wish to add anything.

Do our witnesses from Transport Scotland have any reflections to offer?

Are you saying that things could not have been done any differently?

But there are no lessons that you can identify that have been learned from what happened. That was always what was going to happen, and the process simply followed its course.

Have you profited from the fuel surcharge this year?

I am asking how we make sure that the public money that goes into the air service, whether that is through ADS, HIAL or the purchasing of tickets by the public sector, is best utilised to ensure affordability and a good air service for island residents. I am not questioning the existence of ADS; I am questioning whether the mechanism that we have is delivering that service. What I see is that the higher you put your ticket price, the more you get from ADS as a result.
We will move on. When you were at the committee previously, we were in a crisis situation with the Inverness flights. I am pleased that the Scottish Government stepped in to provide extra resources to HIAL to offer the discounts that allowed the flights to be reinstated, but I am aware that that position takes us to March next year. How confident are you that we will not end up in the same situation in March?

Thanks for those opening reflections, Paul. I am conscious of time and I want to get everybody in, but you raise important points.
I turn to Martin Joyce next. Martin, we had you at the committee earlier in the year, and you gave us some reflections on what you saw as the main issues, specifically with regard to Inverness. Could you talk us through what has happened since then and how you feel engagement has gone?

But that clearly distorts the market in your favour.
