Transport Committee [Draft]

Pre-budget Scrutiny 2027-28

Meeting date: 28 October 2026

Donald MacKinnon

I thank the witnesses for their introductory comments.

I would like to explore how you develop relationships and engage with Transport Scotland and the Government, and I am keen to hear how that engagement compares with your engagement with other public agencies that you deal with, including local authorities and enterprise agencies. Do you feel listened to? How have those relationships changed over time? My questions are about engagement and relationship building.

I ask Jamie Shovelin to answer first, please.

It sounds as though the conversations take place on an ad hoc basis. Do you know who you should be speaking to in Transport Scotland? Do you have named contacts?

Do you have any observations on layers within the agency? Transport Scotland is a big organisation. I imagine that you have good engagement at some levels.

Thanks for that, John. I am sure that other members of the committee will pick up on some of those points.

So, you feel that there is good engagement with Transport Scotland, but that there is an issue with delivery.

I thank the witnesses for their opening statements, which are helpful in setting the context for today’s discussion. I am interested in exploring how you develop relationships and engagement with public agencies. I am particularly interested in hearing about Transport Scotland and the Government, but we can perhaps also go into your relationships with Network Rail and ScotRail. What are your different experiences of how those relationships have developed? Do you feel listened to? How have those relationships changed over time?

Tom, in your opening statement you talked about some of your successes in the past. I am interested in how those relationships were important, in how they have changed and in how that reflects on the projects that you are currently developing.

That is good. John Hamilton, do you have any reflections on how relationships have developed over the time that you have been involved with the Winchburgh project?

John Gurr, I suspect that we might get a slightly different answer from you with regard to your relationship with Transport Scotland.
