Meeting date: 23 September 2026

Donald MacKinnon

Can you say a little bit more about the role of ZetTrans, and its relationship with Shetland Islands Council, in that project?

You have already touched on this, but I want to ask about private finance in this space. I am aware that the Government is piloting carbon contracts—which I know are not private finance-based but could add something different and provide some blended options—for delivering peatland restoration. What role could private finance play in peatland restoration? Given the money being spent by the peatland action project and by the Government on this issue, is the ambition still to lever private money into projects?

Looking over the medium term, do you see the ambition being that public money going into this area will continue to fall as delivery ramps up?

The point about energy infrastructure, in particular, is interesting because some of that peatland restoration will be required to offset some losses that have occurred in the development of those projects. Is there a question about whether the entirety of that restoration would be included in meeting those targets?

I will move on to some of the barriers that exist at the moment. Land tenure is still seen as a barrier in some areas, in relation to issues around farm tenancies. From my own background in crofting, I know that it remains a barrier to progressing peatland restoration.

As was touched on earlier, the Scottish Government owns nearly 100,000 hectares of crofting land and thousands of hectares of common grazings that could be eligible for peatland restoration in the future. I am not going to ask you for the detail on that, because I am not sure that you were aware of those land holdings before this morning. However, do you agree that there is an opportunity for the Scottish Government to be involved in finding solutions to unlock the potential of peatland restoration on common grazings?

I draw the committee’s attention to my entry in the register of members’ interests. I run a crofting business and I am a shareholder in a common grazing that has interests in peatland restoration.

The Scottish Government does.

I want to focus on peatland restoration and to pick up on the discussion about targets. There are a number of non-statutory targets for peatland restoration. We already had the ambition of restoring 250,000 hectares by 2030, and we are now aiming to restore 400,000 hectares by 2040.

I would like to hear your reflections on the changes in this year’s programme for government relative to last year’s. Last year, there was a 12,000-hectare target and an associated budget of £35.5 million. In this year’s programme for government, there is a 10,000-hectare target and a budget of £28 million. It does not sound as though we are scaling up the pace there. Do you have any reflections on that?

That links to the avoidance of unintended consequences, which cuts across all areas of nature restoration. Government interventions might have an impact on the land market and decisions that landlords make about how they might deal with tenancies and the re-letting of tenancies in the future. Is that something that you will keep in mind in all the discussions?

Thanks for that. It will be really interesting to keep an eye on how that moves forward over the next few years and how some of those potential opportunities are realised, particularly where we see them happening on the philanthropic side of things.

My final question links back to public service reform. There could be an opportunity for peatland restoration with the bringing together of NatureScot and SEPA. Do you have any reflections on that and on the regulatory side of that important move?
