I do not want to mislead you. Oh—I am getting confused. I am thinking of the Wick service down to Glasgow, which we were also able to save by stepping in. The two issues were running at the same time, which is why I am referring to one rather than the other. We made two interventions.

The Inverness funding will run until the end of the financial year, and the Wick funding is for a year. I was conflating the two services that we saved by stepping in.

Yes. If I recall correctly, it is the Norwegians who use the hub-and-spoke model whereby people go from airport to airport and then to the centre. However, I struggle to imagine that that would be the preference of some people in the Western Isles, because of the additional journey time that would be incurred. Although it is important that we take international examples into account, we also need to recognise the resulting trade-offs—

It was unfortunate that an operator sought to unilaterally withdraw its services in that way. However, it is important for the committee to understand that, if I were to insert myself directly into a commercial discussion between HIAL and Loganair, that would pose several problems, because I am the ultimate decision maker with regard to any potential additional revenue that goes to HIAL. There are potential subsidy control issues in that context, but there is a wider issue in allowing commercial discussions to take place before I, as the minister, can make a determination on whether to give HIAL additional support.

Throughout that time, I was assured from conversations with my officials that dialogue was ongoing between Loganair and HIAL on the situation. I was very tempted to pick up the phone and intervene, but, given that I would be the person who would make the decision, I did not think that that would be appropriate, so I allowed the dialogue to play out.

Ultimately, we reached a positive situation. I think that Loganair has announced that it is bringing the routes back online ahead of schedule, which is a very positive step.

That is a fair question—I walked into it there.

I have probably overspoken in that regard. I do not want to be overly prescriptive at this stage because I am still very much in the process of listening to the various views. Operators have strong views, and understandably so, as they want the system to work effectively because that allows them to achieve what they want. I am also keen to hear what passengers say. Not everyone is served by a good and reliable bus route—I am, fortunately, in my home city. I accept that I am probably not in the majority in that sense although, if you were to speak to someone in Edinburgh, they would probably say the converse.

There is not a one-size-fits-all approach, but if there is an opportunity for us to make early interventions through legislation, working with partners and Parliament, I am keen to do that and to make progress. We have seen in Edinburgh what the system can look like and how effectively it can work. Would that play out in the same way in a rural community? It is difficult to say. Those are some of the issues that we are wrestling with. I am in listening mode and, subsequently, I will be in action mode.

What are you implying, Mr Rennie? Are you alluding to the fact that it is our intention to bring Transport Scotland back into Government?
