To close out this area of questioning, and to get things clear in my mind, I would have thought that the whole point of the process was to achieve greater collaboration between the partners. In order for that to happen, it is necessary to be able to share commercially sensitive information, but in a protected way. Is that not the aim? Did the data breach occur because the information-sharing protocols were not sufficient, or was it simply the case that the information was still deemed to be too commercially sensitive? I would have thought that we would want the partners to work as one and to share commercially sensitive information, so that we can get to a point at which the best investment decisions are made on the various strands of information that are available.

That is the problem. I am assuming that those are two different issues, because there is the wider public sector reform process, which we know is ongoing, but then there is the programme of work that we are discussing today. Within that programme of work, does Skills Development Scotland now understand what its role will be in terms of the programme that the audit covered?

What evidence is there that lessons have been learned from the original data breach, and how do we know whether that has been properly documented? How does that feed into the new information-sharing agreement?

Apart from that, it is a good thing.

Okay, but what matters is whether a proper resource plan is now in place. It is fine to be creative in using existing staff, but a resource plan would identify the key requirements and key skills that are needed to deliver the programme, rather than simply relying on being creative. It tells you what you need to do the job.
