Health, Care and Sport Committee [Draft]

Commonwealth Games 2026 and Widening Access to Sport

Meeting date: 23 September 2026

Jack Middleton

We hear about legacy, especially in relation to the Commonwealth games, and one of the legacies that you are driving for is an increase in grass-roots participation. Do you see evidence of that coming about from this summer’s Commonwealth games? Nick Rennie might want to reflect on the UCI road world championships, which we have held in the past. Have you seen an increase in participation and demand as a result of those championships?

Would any other witnesses like to come in on my question about legacy? I see that Colin Hutchison wants to come in, but I am also keen to hear from David Byrne, because I think that would be interesting, given that you are based in Glasgow, too.

I will be as quick as I can, convener.

John Lunn, I am keen to get some further information for the committee on the roll-out of the primary school swimming programme. What were the pilot areas initially? Has the roll-out faced any barriers in terms of working with 32 local authorities or their umbrella body, COSLA? Was any prioritisation given to coastal areas, where children are more likely to find themselves in immediate danger, which means that swimming is a life-saving skill?

Is it a matter of investment? Does there need to be more direct investment in the women’s game, not just in football, but across all sports?

That is really helpful. I assume that David McGillivray will want to come in on that, too. The 2014 legacy could be described as including the Sir Chris Hoy velodrome and the Glasgow national hockey centre—I think that there are two other locations that I am forgetting. The legacies of the two games seem quite different. Infrastructure that was built for 2014 still exists and can be used today, whereas, in 2026, it was about securing the future of the games and being broadly successful in medal terms. David, is there an imbalance between the legacies of the two games in terms of the impacts on the next generation?

I want to build on Paul McLennan’s point about the drop-off in women’s and girls’ participation in sport, and specifically in football, which continues to be one of the fastest growing sports in the world. It sticks out to me that Scotland’s participation in the 2019 world cup was a really big moment and there was a genuine buzz around the country, but I feel that that dropped off and tailed away. Whereas England has massively developed its domestic game, I do not think that Scotland has done that to the same extent. We have world superstars that play for Scotland in women’s football, but we are not capitalising on that.

Is sportscotland aware of that? Ahead of what we hope will be a successful 2035 world cup bid, what strategies and actions are in place to improve the grass-roots game and get more women and girls into football ahead of time so that we have that momentum in Scotland?

As the convener said, I will kick off by exploring the legacy of the Commonwealth games, so my questions are for David McGillivray and Jon Doig. David, thank you for your interesting written submission. I thought that many of the legacy pillars that were discussed were perhaps rather abstract. Jon, what three tangible key legacy pillars came from the 2014 Commonwealth games?

That is really interesting. I will come back to that point later rather than jumping ahead now.

I want to build on Heather Anderson’s point. We have talked about the cost of membership fees. When I was young, with a single mum, playing football in boys clubs, it was about £200 or £300 for the season just to play football. I dread to think how much that has risen in the 10 or 15 years since I was doing that. What are the rough costs for club memberships in your sports?

It was really interesting that David Byrne touched on subsidies for memberships. Would that come down to clubs introducing subsidies themselves, or would it be more beneficial to have a national pot of money to help subsidise membership costs for those from lower-income families?
