Section 20 of the bill introduces a new defence for actions to prevent or stop a deer from causing harm to a person. In your experience, is that an issue that needs to be resolved in legislation?

Natural Environment (Scotland) Bill: Stage 1

Meeting date: 30 April 2025

Beatrice Wishart

Good morning. On the limitation of criminal liability, section 18 of the bill amends section 14 of the 1996 act, which deals with the criminal liability exemptions for actions under a control agreement, control scheme or section 10 of that act. Are the distinctions between staff and non-staff criminal liability sufficiently clear under section 18 of the bill?

How will the changes be communicated to your third-party contractors or, indeed, community groups?
