Good morning, and welcome to the third meeting of the Standards, Procedures and Public Appointments Committee in session 7. Our first agenda item is a decision on whether to take items 2, 3 and 4 in private. Item 2 is consideration of a report from the Ethical Standards Commissioner; item 3 is consideration of a request for a direction from the Ethical Standards Commissioner; and item 4 is consideration of our work programme.

I have been saying this ever since I was a councillor, but I always think that things are best done in public whenever possible. Therefore, I want to double-check with the clerks whether it is normal for a matter such as that on page 10 of our notes to be taken in private and that it is not something that we are doing in an extreme circumstance because, when we get a report like this, it would always be discussed initially in private.

That is absolutely correct.

I would like that to be on the record, because I think that matters should be discussed in public as much as they can be.
