Do we agree to report the instrument on the basis that, with reference to articles 4 and 6, it would, as a matter of proper drafting practice, have been appropriate to have incorporated within the order suitable provision saving the effect of the relevant provisions of the Public Finance and Accountability (Scotland) Act 2000, to clarify fully the continuing statutory status of office-holders appointed before the date on which the instrument comes into force?
