Item 4 is consideration of the Scottish social housing charter. Section 33 of the Housing (Scotland) Act 2010 provides that the charter does not have effect unless it is approved by a resolution of the Parliament. The committee is therefore considering the charter in accordance with rule 10.10 of standing orders, in the same way as it would consider an instrument that is subject to the affirmative procedure.
