I welcome members to the fifth meeting of the Subordinate Legislation Committee. We have no apologies because everyone is here. I ask members to turn off any mobile phones or pagers.
Before we move on to the agenda, I remind members that we have before us the summary of recommendations, which has proved useful at previous meetings, and I intend to refer to it to save me from having to read out a huge amount of stuff.
