I welcome everyone to the 15th meeting this year of the Subordinate Legislation Committee. We have received apologies from Jackson Carlaw. I remind everyone to turn off mobile phones and BlackBerrys, which might interfere with the electronic systems or make noises when we are speaking.

I remind members that, immediately after this meeting, we will meet informally Gordon Nabney, who is sitting in the public gallery and who is the Examiner of Statutory Rules at the Northern Ireland Assembly.
