Good afternoon, ladies and gentlemen. Welcome to the 7th meeting of the European Committee in 2000. Apologies have been received from Ben Wallace, Tavish Scott and Winnie Ewing. I have also had an indication from Jack McConnell, the Minister for Finance that, due to an extended Cabinet meeting, he will be delayed. I propose to start with item 4 on the agenda and revert to the original order once the minister arrives.
