On a point of order, Presiding Officer. I seek clarity of understanding. When we had the short debate on the timetabling of the so-called emergency bill, you called for members who wished to speak in the debate, but, in fact, we had only one speaker, Douglas Ross. He made an eloquent contribution, but is it normal practice to have only one speaker when other people wanted to speak in the debate?

Yes, that is the normal practice, Mr Kerr. There is one speaker for the motion and one against, with any other members intervening as they wish.
