Good morning. Welcome to the eighth meeting in 2011 of the Local Government and Regeneration Committee. As usual, I ask everyone to ensure that they have switched off their mobile phones.

I have been involved with the citizens advice service for more than 25 years and was previously the director of Citizens Advice Scotland.
