Item 3 is consideration of one negative instrument. The Subordinate Legislation Committee has drawn the rules to the Parliament’s attention on the ground that they were not laid at least 28 days before coming into force—[Interruption.] I ask people to leave the room more quietly, please. However, the committee was satisfied with the Scottish Government’s explanation for the situation.
