I begin by welcoming members of the press and public alike to this meeting of the Transport and the Environment Committee. We have received apologies from Nora Radcliffe, who is attending the Liberal Democrats' conference in Bournemouth. I hope that her weather is better than ours.

Today's agenda has been revised, primarily to allow us to consider a motion for annulment that was lodged on Monday.
