A Consultation on Non-Domestic Rates - 5 October 2021

Letter from Anouk Berthier, Head of Non-Domestic Rates Policy at the Scottish Government to the Convener - 5 October 2021


Dear Convener,

I am writing to inform the Committee that the Scottish Government has launched a public consultation regarding reform of the non-domestic rates system required to implement the reforms introduced by the Non-Domestic Rates (Scotland) Act 2020 including in relation to the appeals system.

The consultation seeks views on draft regulations and orders relating to procedures for the making of proposals under the two-stage appeals system which is scheduled to be introduced on 1 January 2023; as well as publication of a draft valuation roll for the next revaluation and the content of valuation noticies in future.

The consultation launched on 22 September 2021 and is open until 15 December 2021 on the Scottish Government’s consultation hub: https://consult.gov.scot/local-government-and-communities/non-domestic-rates-processes.
