PE1864/OO - Increase the ability of communities to influence planning decisions for onshore windfarms
All too often planning authorities of local government refuse planning permission for a windfarm only for it to be overturned by Scottish Ministers. In Perth & Kinross where I live there have been 4 refusals overturned by Scottish Ministers. Yet the Scottish Government kid us on that they believe in democracy.
Windfarmers are allowed to dodge local planning authorities by submitting applications for windfarms with capacity in excess of 50MW directly to Scottish Ministers. Hardly democratic in my opinion.
Large technical documents are difficult for lay persons to scrutinise and no one gets any help in understanding them so understandably give up trying to comprehend their contents meaning they are disadvantaged.
Communities don't have the financial resources of wind energy companies so can't afford to have lawyers and consultants to represent them at enquiries or hearings so they feel it is a lost cause and don't participate.
Bringing Scotland's planning legislation in line with that in England would be infinitely fairer.
