Budget scrutiny 2026-2027: Accountability

Each year the Equalities, Human Rights and Civil Justice Committee looks at what the Scottish Government should consider during the development of its Budget.

Earlier in this session of Parliament, the Committee agreed that it would look at human rights budgeting. Adopting a human rights approach to budgeting means that decisions on how money is raised, allocated and spent are determined by the impact this has on people's rights.

The Committee agreed to look at each principle of human rights budgeting in turn:

This year, the Committee will be considering progress and action against pre-Budget recommendations it made in previous years. This will allow the Committee to explore accountability in the Budget process, for instance by looking at how clearly the Scottish Government sets out how its spending decisions are made.
