The Promise: next steps for care system reform

During this session, the Committee will consider planned reform of the care system following the Independent Care Review and subsequent establishment of the organisation The Promise Scotland. The Promise Scotland is the independent organisation set up earlier this year to oversee and support implementation of the review recommendations.

The Independent Care Review

The Independent Care Review was commissioned in February 2017, chaired by Fiona Duncan. People with experience of the care system represented half of the review group’s co-chairs and working group members and over 5,500 care experienced children and adults were consulted during the review. The Independent care review findings were published in February 2020, setting out steps Scotland can take to embed significant change in the care system. Accompanying reports examined different aspects of care system. The main findings were set out in The Promise, alongside the Pinky Promise for young readers.
