Constitution, Europe, External Affairs and Culture Committee

Scottish Broadcasting

The Committee is carrying out a short inquiry on broadcasting in Scotland which will also inform our response to the UK Government’s current consultation on the renewal of the BBC Charter – the Charter being the document which sets out how the BBC is run, regulated and funded.

The aims of the inquiry are:

  • To examine the health and future vitality of Scottish broadcasting
  • To assess the effects of consolidation and centralisation on Scottish content, employment, and diversity
  • To consider whether current regulatory frameworks — particularly Ofcom’s local content obligations — are fit for purpose
  • To examine the role of broadcasting in sustaining Scotland’s democratic and cultural traditions
  • To explore what the priorities for BBC in Scotland should be in the following areas:
    • News provision at a Scotland and regional level
    • The production of Scottish-made outputs
    • Supporting skills development
    • Content that meets the expectations of Scottish audiences
    • Reflecting changing consumption habits

  • How/whether the BBC should support wider outcomes in Scotland
    • Including how it works with public bodies
