Budget (Scotland) Act 2019 Amendment Regulations 2019 [draft]

  1. The Committee took evidence on the Budget (Scotland) Act 2019 Amendment Regulations 2019 [draft]1 from Kate Forbes, Minister for Public Finance, at its meeting on 6 November 2019. The meeting papers and Official Report are available on the Committee's website.2

  1. The Regulations were laid on 26 September and amend the Budget Scotland Act 2019 which authorised the Scottish Government’s spending plans for the current financial year. The Autumn Budget Revision (ABR) document3 provides supporting information on the changes for which the Scottish Government sought Parliamentary approval.

  1. Briefings on the Regulations and ABR were prepared by the Financial Scrutiny Unit in SPICe and the Scottish Government.4

  1. The Delegated Powers and Law Reform Committee considered the Regulations at its meeting on 23 October 2019 and had no issues to report.5

  1. Following evidence, the Minister moved motion S5M-19330—

    That the Finance and Constitution Committee recommends that the Budget (Scotland) Act 2019 Amendment Regulations 2019 [draft] be approved.

  1. The motion was agreed to.
