Budget (Scotland) Act 2018 Amendment Regulations 2018 [draft]

  1. The Committee took evidence on the Budget (Scotland) Act 2018 Amendment Regulations 2018 [draft]1 from Kate Forbes, Minister for Public Finance at its meeting on 14 November 2018. The Official Report is available on the Committee's website2

  1. The Regulations were laid on 27 September and amend the Budget Scotland Act 2018 which authorised the Scottish Government’s spending plans for the current financial year. The Autumn Budget Revision (ABR)3 document provides supporting information for which the Scottish Government sought Parliamentary approval.

  1. Briefings on the Regulations and ABR were prepared by the Financial Scrutiny Unit in SPICe and the Scottish Government.4

  1. The Delegated Powers and Law Reform Committee considered the Regulations at its meeting on 23 October 2018 and had no issues to report.

  1. Following evidence, the Minister moved motion S5M-14433—

    That the Finance and Constitution Committee recommends that the Budget (Scotland) Act 2018 Amendment Regulations 2018 [draft] be approved.

  1. The motion was agreed to.
