Equalities, Human Rights and Civil Justice Committee [Draft]

Women’s Poverty

Meeting date: 8 October 2026

Kate Nevens

My question is related to Fulton MacGregor’s questions about safeguards, which is a concern for me as well. What equality impact assessments have been undertaken so far in the development of the PSR strategy? What are we doing to make sure that those assessments do not happen as an afterthought, or too late in the process to make a meaningful difference?

Also, following up on Holly Bruce’s question about budget tagging, could we hear a bit more about what steps are being taken to ensure that budget information at the different stages is more transparent and accessible? That would enable us as MSPs, but also our wider civil society, to do the human rights and gender-budgeting scrutiny that we would like to be doing.

I am a regional MSP for Edinburgh and Lothians East. I am the Green spokesperson on equalities and international development.

Women’s Poverty

Meeting date: 1 October 2026

I had a question for Sara, but she actually answered it brilliantly earlier.

Do any of our expert witnesses have thoughts on the role of the minimum income guarantee in addressing women’s poverty and on what they would like to see next from the Government in that respect? I note that Engender has asked for a women’s equality fund to support additionally marginalised groups such as women with no recourse to public funds, disabled women and so on. Does anyone have any thoughts on how that might work? Would people like to see MSPs pushing for that in the budget process?

Cyber Security and Resilience (Network and Information Systems) Bill

Meeting date: 22 September 2026

I, too, had made a note about whether we should seek a written assurance from our Government that it is content that there are guardrails in place for when the UK Government makes amendments to primary legislation, including acts of the Scottish Parliament. I am also keen to understand what is meant by the statement that the powers in question are “narrowly focused”. Could we maybe write—

A key change that you are proposing is to take a more proportionate approach for smaller bodies. Can you tell us a little bit more about that and how it relates to supporting public bodies to be ready for their audits?

Do I have time for another question?

This one is a little niche—apologies. I was interested to read about the work that you have been doing with the Scottish Human Rights Commission and the United Nations Human Rights Council. I am interested in hearing a bit more about the practical toolkit and how you feel that the human rights framework can strengthen your audit methodologies.

I want to ask about the note in the report about incorporating AI into Audit Scotland’s future work. Have those discussions progressed since the report was published, and have any risks been identified in that?

I have some follow-up questions on the workforce. The report notes that training costs were underspent against the budget by £67,000. Can you help us to understand the reasons for the underspend and tell us a bit about how you are ensuring that that budget will be spent on appropriate training arrangements in the future?

The report also refers to diversity, equality and inclusion measures. Can you elaborate on how your DEI measures are going?
