Climate Action Committee [Draft]
Meeting date: 24 September 2026

Thank you very much for your interesting evidence. I am coming to all of this new, so I am probably approaching it as an average member of the public rather than a seasoned veteran of looking at climate impacts on budgets. However, with the net zero assessments coming in, we seem to have a myriad of different and potentially overlapping mechanisms. Have we overcomplicated the process, and are there ways in which we should be trying to simplify it?

I am slightly concerned that we, as members of the committee, might be distracted by the changes in how the budget is presented instead of actually tackling reducing emissions. What should we consider in order to ensure that we stay focused on that objective?

My last area of questions has to do with the international aspect. Why has Scotland not been able to get more international exports? We seem to be stuck at around 20 per cent of GDP.

It would obviously be unfair to ask them.

The UK now has in force its first major international trade agreement since Brexit. I do not know whether you have seen the Scottish Government’s “Scotland-India Strategic Market Insight Report”, which seemed to be a very well-written paper, with a lot of good direction in it. Do we have sufficient permanent overseas representation to deliver that programme?

I am new to the committee, and I am getting my head round the sheer scale of what we need to look at. I have a fishing sort of question, which is for both of you. The programme for government has been published, and we are now starting to look at it. Which area of the programme for government is most likely to improve our economic productivity? Equally, which area would have the weakest impact?

We have so many different enterprise agencies and, to borrow your expression, a cluttered environment. How should we get those agencies to demonstrate the additional economic activity that they create, so that we can monitor and evaluate it?

I am pleased to say that the audio seems to be improving, or maybe it is just that I can follow it more because I can see your lips.
I have a couple of questions, and my sincere apologies if you covered this in your presentation and I just did not pick it up. What would be the consequences for us in Scotland for the energy transition if the Acorn project does not get a speedy final decision in the timeframe that you were talking about of five to seven years?

I think that this change is broadly positive and I am grateful for the minister’s explanation, as it answered most of the questions that I had. However, there is one outstanding area that I would like clarity on. How will workers and employers be informed when this new six-month limit applies? Also, will there be any mitigation or confusion in relation to the earlier English start date?

I have a question not on the timescale but on the whole thing. Maybe our witnesses for the next item could answer it. [Laughter.]
