Education and Gaelic Committee [Draft]

Support for Pupils with Persistent Absence

Meeting date: 3 November 2026

Patricia Gibson

If I understand you correctly, it is difficult for child protection challenges to be picked up and dealt with, and a child not being at school will not, on its own, create a need to pick up those challenges.

That might be not just about the child missing school, but about abuse of some kind, or wider neglect.

That would be one thing that would mean less focus on bureaucracy and more focus on the child.

I have only one question. I want to go back to the points that you all talked about in relation to consistency, so that every school and local authority knows what it is dealing with and knows that it is dealing with the same challenges. I wondered about consistency in the recording of data and in the threshold for intervention.

Barry, you talked about a particular initiative in Glasgow, how that was rolled out and the impact that it had. What are the barriers to local authorities sharing good practice when they find something that works? Obviously, one thing will not work for every child. However, if something is working, I am sure that other people and authorities would like to look at it. If we want to make inroads and have the same definitions and consistency, it is about inter-local authority learning and sharing. Does that exist? If not, how can we do that?

So it is not just an education and social work issue—it is actually a safety issue.

So would it be helpful to have a national system?

In previous answers, you have said quite a lot about the reasons for children not going to school, which are complex. It can be about additional support needs not being met or about anxiety, mental health, caring responsibilities, bullying or the smartphones that Duncan Dunlop asked about. What is your assessment of how child protection issues overlap with non-attendance at school? How is that measured? What is the threshold for a bell going off in your head that a serious child protection issue might exist? How would you know that?

Representation of the People Bill (Legislative Consent Memorandums)

Meeting date: 29 October 2026

I know that the minister will do everything that he can to reach agreement, but I just wondered about that eventuality, should it arise.
