The Single Use Carrier Bags Charge (Scotland) Amendment Regulations 2021 [draft] - Consideration by the Environment, Climate Change and Land Reform Committee

The Cabinet Secretary confirmed that the regulations exempting the charge were only intended to be a temporary measure due to the pandemic and that those regulations ceased in October 2020 as a result of the country appearing to be in a better position in relation to the pandemic.

The Committee held an inquiry to assist with scrutiny of the provisional framework and issued a call for evidence which ran from 1 December 2020 to 14 December 2020. On 17 December 2020, in correspondence to the Minister of State for Housing Christopher Pincher MP, the Committee raised the following concerns on regulatory consistency: You state in the cover sheet that the framework is non-contentious, and this was borne out in the evidence we received to our inquiry, including in liaison with our counterpart committees.
