It should remind us that in addition to the duty of care to the victims of crime and the duty of care to offenders, to give them the chance of change, we have a duty of care to the next generation, some of whom will be victims and others of whom will be offenders. I cannot help but note that the witnesses have used the word "sensible" when referring to planning and building regulations and to regulation more generally, which is a bit like being against sin. I am sure that we would all sign up to sensible planning and building regulations—those who advocate the third-party right of appeal would say that it is sensible...

It would have been grossly unfair to victimise the parents when the record of their other five children had presented no problem. Just as the sins of the fathers should not be visited on the sons, so the misdeeds of youths cannot always be attributed to the parents.
