Community Buyout of Castle Toward

  • Submitted by: Michael Russell, Argyll and Bute, Scottish National Party.
  • Date lodged: Thursday, 04 December 2014
  • Motion reference: S4M-11804

That the Parliament welcomes the present community buyout proposal for Castle Toward, brought forward with 95% ballot support by the people of South Cowal; is aware that the cost of maintaining and securing the castle is over £20,000 per month but that the castle continues to deteriorate; considers that the offer of £750,000 from the community is a fair one and will result in a cash receipt for the owners of the castle, Argyll and Bute Council, whereas the discount it represents on the asking price of £1.75 million is only a paper transaction; is grateful for the support of the Scottish Land Fund for a proposal that meets local and national objectives on the transfer of assets and community purchase; notes what it considers the comprehensive plans for restoration and utilisation of the castle backed by a rigorous business plan drawn up with the support of Highlands and Islands Enterprise (HIE), which will provide new jobs and economic growth in an area that is suffering depopulation and decline, and urges Argyll and Bute Council to conclude the sale of Castle Toward to the local community without any further delay.
