Following the implementation of high risk human papillomavirus (HPV) primary screening in March 2020, the screening interval for all participants where HPV is not found in their sample will be five years. The five year interval will apply to women only once they have been screened using the hr-HPV primary screen and received a negative result. Women who receive a positive result will receive more frequent screening depending on what cell changes are found in cytology.

On 16 March 2020, the Scottish Cervical Screening Programme replaced cervical cytology (looking at cells under a microscope) with a more sensitive test which screens for human papillomavirus (HPV). The new test is more effective at identifying those at risk of developing cervical cancer, meaning women who don’t have HPV will be invited for a cervical screening test every five years instead of every three.

A news release was issued by the Scottish Government to announce this change to the programme on 15 March 2020, and the information available on NHS inform and public information leaflets was updated to reflect the change.

Due to the impact of Covid-19, the cervical screening programme was temporarily paused on 30 March 2020. This meant that some of the communications materials that had been prepared to raise awareness of the move to HPV testing were not released until Cervical Screening Awareness Week in June 2021.

Later this year, the Scottish Government plans to launch a campaign to communicate the benefits of cervical screening. Further awareness raising of the move to five year routine testing will be undertaken to coincide with this campaign.

The Scottish Government does not hold data on the annual spend for oil and gas workers specifically for net zero training. However the Oil and Gas Transition Training Fund (TTF) ran from 2016 to 2019 to help workers affected by site closures to re-skill and retrain to find employment. The total spend against the fund is listed in the following table:

We recognise the serious and immediate recruitment issues being experienced by the sector. Tourism and hospitality businesses have been extremely hard hit by the pandemic and the ability to employ committed, talented and enthusiastic staff will be an important part of the recovery, not just in Edinburgh but throughout the whole of Scotland.

To address recruitment issues, we are working with key sector organisations in the public and private sector to support a recruitment marketing campaign. This was launched on the 5 th July. In the first three weeks of the campaign, there has been 12,223 new users on the Career Scope website, where we are signposting people to find available jobs.

The campaign will promote a range of roles within the industry and help people find a job that suits different skill sets. It will support businesses fill staff shortages that have occurred as a result of Brexit and encourage those aged 18-30 to play their part in helping businesses recover from the Coronavirus (COVID-19) pandemic by applying their skills to the diverse job opportunities available now.

The campaign has been developed in conjunction with the sector, and lead partner the Scottish Tourism Alliance, and is supported by £100,000 of Scottish Government funding.

The Scottish Courts and Tribunals Service have already publicly outlined how they will look to manage the impact of COP26 on our Courts. While trials are suspended in the sheriff courts during COP26, the High Court trials will continue as programmed. However, given the proximity of the conference to Glasgow High Court and the potential for disruption, trials assigned for Glasgow during the two-week period from 1 November to 12 November will instead be heard at sheriff courts out with Glasgow. Similarly we have outlined how the additional £50m allocated towards the Justice Recover, Renew, and Transform (RRT) programme, will help drive further reform, including greater use of digital tools and improved support for victims and witnesses. We will also see an increased court capacity from September 2021, which includes the expansion of remote jury centres and a daily increase of 4 additional High Courts, 2 additional Sheriff Solemn Courts and up to 10 Sheriff Summary Courts, all of which will have a positive impact in addressing the case backlog as a consequence of the pandemic. It would be prudent to see how that significant development works in practice before considering what potential and broader impact of any further expansion thereafter might have across the Justice system.

On parts (i), (ii) and (iii) of the question - we do not give specific financial support to windfarms, but have supported offshore wind innovation via grant funding totalling over £9.5 million since 2014, to initiatives which help towards the reduction in cost of this technology.

This includes almost £8 million to the Carbon Trust to support the Offshore Wind Accelerator and Floating Wind Joint Industry Project - programmes which utilise a market-led approach to address technical challenges in order to lower the levelised cost of energy. We have also provided £1.5 million to the Offshore Renewable Energy Catapult, to match fund a number of projects in partnership with industry and the Welsh Government through their Floating Offshore Wind Centre of Excellence. These projects explored barriers and opportunities for floating wind in Scotland across innovative areas including oil platform electrification using floating wind, floating substructure fabrication in Scotland, and mapping the Scottish supply chain.

The £10 million funding, announced on 28 June 2021 will primary be used to support additional staffing, capacity for cancer services and will allow for more patients to be seen, diagnosed and treated, with the aim of ensuring patients receive the care they need as soon as possible.

Cancer has and will remain a top priority for this Government with Early Cancer Diagnostic Centres coming on stream as of June this year enabling GPs to refer patients with non-specific symptoms suspicious of cancer (such as fatigue, weight loss and nausea) onto a fast-track diagnostic pathway to get the care and treatment they need sooner.
