The First Minister met Tony Danker, CBI Director General and Tracy Black, CBI Scotland, Director, on 22 March 2022.During the meeting the following points were discussed:

• The Chancellor’s budget statement which was due the following day;

As Scheme Administrator, Circularity Scotland Ltd is responsible for the development and construction of the logistical network that will support Scotland’s DRS.

The Fireworks and Pyrotechnic Articles (Scotland) Act 2022 was passed by the Scottish Parliament in June of this year and received Royal Assent on 10 August.

Firework licensing, Part 2 of the Act, will require further secondary legislation, as well as development of an appropriate licensing system, and therefore will not be in place until late 2023/early 2024 at the earliest. Commencement regulations will be introduced in advance of the system being operational.

The Scottish Government works with the UK Government, and with local government and the wider public sector, to maximise investment in Scotland’s renewables sector. Notably, through the £75m Energy Transition Fund, the Scottish Government is match funding UK Government funding in two key energy transition projects:

(1) £26.3m to the Energy Transition Zone. The zone will transform North East Scotland into a globally integrated energy cluster focussed on accelerating net zero. It aims to generate 2,500 new jobs in Aberdeen and realise as much as £400m GVA.

(2) £6.5m to the Global Underwater Hub (GUH). The GUH will support the globally competitive underwater sector in the UK to accelerate the transition to net zero, drive innovation and growth and make a step change in the development and internationalisation of technology and services.

The Energy Transition Fund will protect existing jobs and create new jobs in the North East, and across Scotland by opening up opportunities through energy transition and harnessing private sector funding.

The investment will also benefit the wider Scottish energy sector and broader supply chain, working with local businesses to maximise the economic benefits, create and support sustainable jobs and contribute to inclusive economic growth across the country.

There are strong protections in Scots law for wild animals and habitats. The Scottish Government has made clear our commitment to play a full role in the international effort to tackle the twin global crises in climate and nature. We have recently consulted on our new Biodiversity Strategy and will respond to the conclusions of the forthcoming Conference of Parties of the UN Convention on Biological Diversity. We plan to introduce a Natural Environment Bill putting in place key legislative changes and statutory targets to restore and protect nature. We will introduce a right to a healthy environment as part of our proposals for an ambitious Human Rights Bill.

The First Minister chaired a summit with energy suppliers and advice organisations, including Ofgem representatives, on 23 August, at which these matters were discussed at length. The First Minister subsequently wrote to the new Prime Minister, urging that she cancel any further energy price increase for domestic consumers, and work with the regulator and energy companies to put in place the funding to support this, while also underlining the pressing need for additional support for vulnerable consumers.

Many cities in Scotland have set ambitious net zero targets and are developing robust plans to deliver them. All 32 of Scotland’s Local Authorities signed Scotland’s Climate Change Declaration in 2007 and 28 Scottish Local Authorities have recognised or declared a climate emergency.

The Cities Commission For Climate Investment (3Ci) continues to work with selected local authorities to launch local place-based Net Zero pilots by providing technical assistance and support for project identification, design, investment structures and other key elements.

Glasgow and Edinburgh have bid to be a part of the European Union's 100 Climate-Neutral and Smart Cities mission and NetZeroCities project. The Scottish Government recognises that involvement in such a Mission presents a real opportunity to enable all of our seven cities to benefit from Scotland’s involvement in this hugely important Mission.

The Scottish Government welcomes the billion pound transformation of Glasgow’s Buchanan Street Quarter which will see Scottish Government officials working with Buchanan Galleries owner Landsec and Glasgow City Council to transform Glasgow’s famous shopping street with a multi-purpose shopping, residential and office quarter.

The Scottish Government has provided consistent support for Scotland’s marine energy sector for more than a decade. As a result, Scotland is the most advanced hub in Europe for the testing and demonstration of marine energy technologies and is ideally placed to both shape and benefit from the potential global market for marine energy while helping deliver a net-zero economy.

This support has included the Saltire Tidal Energy Challenge Fund, which provided £3.4 million to Orbital Marine Power to build and deploy the O2 tidal stream turbine and £1.545 million to Simec Atlantis Energy to design, fabricate and install a subsea hub for the MeyGen project in the Pentland Firth. This support enabled both Orbital Marine Power and Simec Atlantis Energy to benefit from the recent introduction of ring-fenced support for tidal stream energy projects in the UK Government’s Contracts for Difference (CfD) scheme. In addition, the Scottish Government has, since 2014, invested almost £50 million in Wave Energy Scotland and continues to support this internationally renowned programme, which has made significant progress in driving the development of wave energy technology towards readiness for commercialisation.

The Scottish Government will continue to engage with the marine energy industry in Scotland and is committed to supporting the further development of the sector.

Scotland’s Deposit Return Scheme is an industry-led and industry-funded initiative, consistent with the vast majority of similar schemes across Europe. It is the responsibility of all affected businesses to ensure that they are prepared for the scheme’s launch on 16 August 2023. This includes any loss reserve measures.
