To ask the Scottish Government what specific issues it plans to address during the stakeholder engagement process on the regulation of independent ambulances and private first aid providers, and how these align with the concerns raised in the Manchester Arena Inquiry reports.
Answer
In response to the Manchester Arena Inquiry the Terrorism (Protection of Premises) Act received royal assent on Thursday 3rd April 2025 and has a 24 month commencement period before it will come into force.
The Scottish Government continues to work in collaboration with the UK Government in the development of Statutory Guidance that will support the legislation. The Scottish Government will consider how the regulation of ambulances and first aid provision in Scotland needs to align with the Terrorism (Protection of Premises) Act as this guidance is developed and in response to the views of stakeholders.
The Scottish Government continues to encourage and signpost stakeholders to both the Protect UK and Gov.UK websites for further information and updates on the legislation. Materials and guidance to support duty holders is available on both websites over the commencement period.

To ask the Scottish Government, in light of the Mental Welfare Commission for Scotland report, Investigation into the care and treatment of Mr TU, published in March 2023, whether it will ensure investment in assertive outreach services for any individuals at high risk of non-engagement with mental health and substance misuse services, and if so, what form this investment will take.
Answer
The Medication-Assisted Treatment (MAT) Standards set out what people should expect from substance use services. MAT Standard 3 sets out that people at high risk of drug-related harm should be proactively identified and offered support, while MAT Standard 9 sets out that all people with co-occurring drug use and mental health issues should receive mental health care. Implementation of the MAT Standards is supported by multi-year funding of £10.3 million per year over the life of the Parliament.

To ask the Scottish Government, in light of the Mental Welfare Commission for Scotland report, Investigation into the care and treatment of Mr TU, published in March 2023, what progress it has made with Community Justice Scotland to pilot post-custody outreach services, including the timelines for implementation.
Answer
We recognise the importance of support for individuals on release from custody. While we are not currently pursuing a pilot on post-custody outreach, we are improving support for these individuals by introducing a new national voluntary throughcare service, Upside, which offers one-to-one support for men and women leaving short sentences and periods of remand. This service, which launched on
1 April 2025, will assist people with the immediate challenges they face post-custody, including accessing housing, healthcare and social security, while also linking them to the wider support services they may require, such as mental health or substance use services.
In addition to this, through the Getting It Right For Everyone (GIRFE) model, we are supporting Health Boards to provide a package of care and support in a joined-up, holistic manner across various services and agencies. This will also support people with their needs on release from prison.

Scottish Women's Aid, Victim Support Scotland, Rape Crisis Scotland and COSLA are all members of the Victims Taskforce which has met 4 times since 29 March 2023. The dates and minutes of those meetings can be found at Victims Taskforce - gov.scot. They have also attended meetings of Victim/Survivor Advisory Board which have taken place on 26 July 2023, 20 March 2024 and 13 March 2025.

To ask the Scottish Government whether the Minister for Veterens expects to attend the Forces Children Scotland event, Forces Children's Charter Roundtable, which is scheduled for 25 April 2025.
Answer
The Scottish Government want all children and young people to get the support that they need to reach their full learning potential, no matter their circumstances. As such we highly value the work of Forces Children Scotland in advocating for children and young people from service families across the country.
The Scottish Government will continue to meet regularly with Forces Children Scotland to discuss our shared interests in supporting service children. The Minister for Children and Young People met with Forces Children Scotland on 18 September 2024. Forces Children Scotland are a member of the Scottish Armed Forces Education Support Group, which is chaired by a Scottish Government Official and meets quarterly. We are currently funding Forces Children Scotland through the Scottish Veterans Fund to support their Future Transitions project. In addition, the Minister for Veterans is meeting with the Armed Forces Families Federations on 6 May.
Unfortunately the Minister for Veterans was unable to attend the Forces Children's Rights Charter Roundtable on 25 April due to a pre-existing diary commitment.

To ask the Scottish Government whether it is aware of any unintended consequence of the public procurement process that may have resulted in small businesses being disadvantaged, including losing out on freelance contracts to large internationally owned firms.
Answer
Procurement legislation requires public bodies to treat suppliers equally and without discrimination irrespective of size when buying goods, services and works.
Through the Procurement Reform (Scotland) Act 2014, we introduced a legal requirement for public bodies to consider and act on opportunities to facilitate the involvement of small or medium-sized enterprises (‘SMEs’), third sector organisations and supported businesses in the procurement process, and also to advertise regulated contract opportunities openly and transparently on Public Contracts Scotland, helping SMEs to identify opportunities in the supply chain.
We continue to focus on making it easier for SMEs to participate in public supply chains, including publishing an SME and Third Sector Procurement Action Plan in 2024 as part of our New Deal for Business.
We continue to test, challenge and inform procurement approaches through industry engagement, such as round tables with SMEs, to underpin continuous improvement.
The ‘annual report on procurement activity in Scotland 2022 to 2023’ (our most recently published report) shows that 61 pence in every pound of known procurement spend in Scotland went to an SME, and that, of the 18,079 suppliers awarded contracts through Public Contracts Scotland, SMEs received 77% of these contracts.

To ask the Scottish Government, in light of the Mental Welfare Commission for Scotland report, Investigation into the care and treatment of Mr TU, published in March 2023, what steps it will take to ensure that mental health services consistently involve families and carers, especially in discharge planning and crisis planning processes.
Answer
NHS Boards have duties under the Carers Act to involve unpaid carers in decision making and planning the return from hospital of the person they care for (or will care for). More specifically, the Core Mental Health Quality Standards state that a person’s support network should be involved in their care if they wish. Progress on implementing the standards is measured by Healthcare Improvement Scotland.
To support Boards in discharging these duties we have funded NHS Education for Scotland (NES) to develop three training modules for the health and social care workforce to help them identify, include and support unpaid carers including young carers. In 2025 and 2026 NES will promote and support the use of these training resources across the health and social care workforce. We are also funding NES to develop carer awareness training for staff in mental health services.
